ABSTRACT
The topic of persons who are involved in decision making in China is complex and interesting. Mao Zedong said, “The Chinese communist party is the core of the leadership of our cause.” 1 This is also clearly stated in the Chinese Constitution. However, who really makes the decisions is very complicated. Different organizations dealing in different time frames may make decisions in quite differ ent ways. Decision making by the Party secretary or the profes sional has often been a source of conflict in the Chinese politicalbusiness system.
