ABSTRACT
Insofar as it is fashionable nowadays to study the problems of economic development quantitatively and with reference to present and future conditions, this is a decidedly unfashionable paper. Not only is it concerned with past rather than present problems; it is also concerned more with ideas than with quantities, more with the philosophy than the measurement of economic development.
