ABSTRACT

By 1980 the liberal reform years in the United States were over, and the dream of justice and equity in health care and most other areas of American life had proved elusive for Blacks and the poor. The rightward shift in ideology, politics, and public policy that took place between 1980 and 1993, the Reagan-Bush years, greatly facilitated these failed expectations.
