ABSTRACT

It is necessary for full information to be available about every single judge in the country. Those that are learned, pious and uncovetous should be retained in their appointments, while any that are not so, should be dismissed, and worthy persons installed in their place. Let each one be paid a salary according to his position, so that he will have no excuse for dishonesty. This is a most important and delicate matter, because they have power over the lives and property of Muslims. If any judge gives sentence capriciously or out of avarice or malice, the other judges must carry out the sentence and inform the king about it; then that judge must be dismissed and punished.
