ABSTRACT
The 1944 Education Act formed the basis for all subsequent legislation. In the 1970s there were increasing concerns among educators that the 1944 Act gave parents very limited rights to have their opinion considered and the identification and subsequent treatment of children was based on a medical model of diagnosis.
