ABSTRACT

Throughout this book three major themes have been emphasized: (a) the need for practitioners in the human services to develop bureaucratic expertise; (b) the importance of integrating three primary goals—social care, social control, and rehabilitation—with practice; and (c) the need to understand the causes and solutions of organizational problems in human service agencies in terms of systemic and political factors (Gummer 1978). This concluding chapter will discuss these three themes and their implications for education and practice in the human service field.
