ABSTRACT
Policy researchers occasionally have an opportunity to participate directly
in the policy process by evaluating an explicitly experimental policy. This
case study is the result of a pilot program or experiment mandated by the
California state legislature.* However, it also involves government agen
cies from every level in the U.S. intergovernmental system. The experi
ment was to test the effectiveness of a high-tech device that, when in
stalled in the vehicle of a convicted drunk driver, would prevent its
operation by the driver if he or she had recently consumed alcohol.
