ABSTRACT
One of the most egregious social phenomena, one that undermines urban school reform continually, is the housing concentration of low-income students into central cities and urbanized suburban neighborhoods in metropolitan areas across the country. This housing segregation produces the educational segregation of urban Blacks and Latinos into schools where the vast majority of students are poor. Such schools are notoriously underresourced and unsuccessful in promoting high achievement.
