ABSTRACT
The local is not only a product of neighborhood and city cultures and municipal regulations and policies but is also shaped by federal and regional decisions both current and historical. As preceding chapters make clear, federal policies that sustain urban minority poverty, and metropolitan arrangements that spread resources unequally throughout regions have circumscribed the life chances of residents in urban neighborhoods today.
