ABSTRACT

The answers we give to these questions can be called strategic issues. It is because an issue includes something that makes achieving a strategic vision easier, such as an opportunity or strength, that it is probably better to talk about ‘addressing’ a strategic issue rather than the more obvious phrase of ‘solving’ an issue, which implies an issue is always a problem (e.g. a threat or weakness). Sometimes issues might also be identified by observing and analysing conflicts or tensions between different stakeholder groups or interest groups.
