ABSTRACT

This book is about leadership of public services through the use of strategic planning and management. An OECD (Organization for Economic Co-operation and Development) report on modernizing government connected leadership not only to being strategic, but also to the delivery of changes in public services. This report, published in 2005, noted that many countries were emphasizing the development of leaders, defined as people who would be in a position to change their organization, and it said that:

the leadership profile includes focusing on delivery of results, challenging assumptions, being open to learning from the outside, understanding the environment and its impact, thinking and acting strategically, building new patterns and ways of working, and developing and communicating a personal vision of change.
