ABSTRACT
The Poor Law Report and the Act which followed it did not suggest less eligibility as a solution to the poverty of all. At first it was thought of mainly as a solution to ablebodied poverty, but any thought of hiving off the care of children, the handicapped and the old soon wilted before two powerful influences.
