ABSTRACT

Five years have passed since the sovnarkhoz reform of 1957. Already the system then introduced has been significantly modified. It is a virtual certainty that further modifications are imminent. There is evidence of stresses and strains, and patchwork efforts to put right particular weaknesses have led to new administrative headaches. The object of the present article is to analyse the weak spots and assess their importance. But first it is necessary to list briefly the changes which have occurred since 1957, and to indicate the probable reasons for these changes.
