The complexity of the French allocation process is well illustrated by the amount of information required in this book to reach the point where the social housing allocation process can be described and understood. This process had a personality of its own, with its split entry points with different allocation priorities, and its several stages. Often the process itself seemed the problem. The compulsory insider representation was the product of the law. Decision-makers had to allocate homes in this way and perhaps the difficulty of this imposed process, with the financial limitations of the environment, can defeat individuals’ altruism.
