In 2005, Michael Mendelson, a Senior Scholar at the Caledon Institute of Social Policy, asked the following questions:

Are Canadian governments ready for the next economic downturn, assuming that a recession of some form will inevitably occur in the years to come?

Do we have the right intergovernmental system and structures in place so that Canadians can cope with an economic downturn? (Mendelson 2005)
