ABSTRACT

The importance of manpower as an aspect of the economics of education should be apparent from the discussion in several pre vious chapters. In Chapter 2 we saw that in practice social demand forecasts are seldom totally divorced from manpower considerations. Underlying much of the analysis of education as an investment in Chapters 3 and 4 is the fact that returns are presumed to be derived from the earnings of educated manpower. Finally, in Chapter 7, we saw that educational planning in most cases was linked in varying degrees with economic planning and the manpower needs of the economy. In this chapter it is proposed to examine the manpowereducation link, and its implications, more closely. This chapter will deal with manpower and the educational system as a whole and Chapter 9 will deal with special aspects of higher level scientific and technical manpower.
