ABSTRACT

Some assumptions about the meaning of democracy have been implicit already in our discussion. We have implied that in some sense democracy involves all citizens as rulers: that is, the concept of political equality is part of the justification of democracy. There has also been reference to the notion that political participation involves more than an occasional engagement as a voter with local, national or federal governments. Democracy has been assumed to require the continuous and active involvement of the citizen in the government of his community.
