ABSTRACT

The primary method of spectrum allocation today is based on licenses granted by the Federal Communications Commission (FCC) that give recipients exclusive rights to spectrum for a limited duration. It has also been suggested that these temporary licenses be replaced with permanent deeds, like property (Pressler, 1996). This too is a spectrum management policy in which users are given exclusive rights to spectrum. Generally, those with exclusive rights to a given block of spectrum have exclusive access at all times.
