ABSTRACT

This chapter explores the experiences and beliefs of 40 detectives who respond to rape victims, and details their understanding about what causes rape, how rape can be prevented, their thoughts on national statistics and frequency of rape in their jurisdiction, reasons they believe rape is unreported, and their ideas on ways to increase victims reporting. Detectives advise women to be more careful and aware of their surroundings and the people around them in order to reduce their risk of victimization. Many detectives comments reflected their belief in the feminist theory of rape. Detectives believe that victim's negative perception of the criminal justice system is a significant reason they do not report. The chapter also highlights the complex relationship between recognizing that rape is never a victim's fault, with placing the responsibility to prevent rape on potential victims and questioning their decisions prior to being raped.
