ABSTRACT

For Sidqi, the Declaration of28 February was a step in the right direction, because though the British would not relinquish control, the declaration did end the protectorate over Egypt, which became an independent sovereign state. The protection offoreigners was also assured, as soon as the Egyptian government passed an act of indemnity, applicable to all inhabitants of Egypt. Internal sovereignty was guaranteed by the formulation of a constitution, and by national rule. Thus, only the Judicial and Financial Advisers remained; their functions were limited to giving opinions and advice, and the Financial Adviser lost the privilege of attending cabinet meetings. Then, Egyptians filled in the vacancies left by British officials. Martial law was suspended, permitting Egyptian military legislation, and, finally, Egypt's external sovereignty was warranted by the restoration of Egypt's Ministry of Foreign Affairs, and by political and consular representation abroad.
