ABSTRACT
Before Lushan, Liu Shaoqi had become Chairman of the PRC, the post which Mao had relinquished. He was looked on as Mao's likely successor and his portrait was given equal status to that of Mao in public. Liu’s strong position may have pushed Peng into making his challenge. See also Lushan Plenum.
