ABSTRACT

Over the past decade, state administrators in Singrauli District, Madhya Pradesh, have received a large number of proposals to establish resource-based industries. Three thermal coal-based power projects have been given in-principle clearances over this period, including the 4000 MW Sasan Ultra Megawatt Power Project (Reliance Power). The quantum of land required for these projects amounts to close to 10,000 acres and necessitates the displacement of eleven villages in their entirety. In order to facilitate the establishment of these large industries, Singrauli’s status was upgraded to that of a district in May 2008, and Mr Porwal was appointed as the first Collector and District Magistrate here over the period 2008–9. Mr Singh is a development professional who has worked on the Sasan project’s rehabilitation strategy and continues to work with displaced communities in Singrauli District.
