ABSTRACT

This chapter analyses the government of Andhra Pradesh’s (GoAP) recent promotion of bauxite mining in the state by focusing on the way land acquisition to facilitate mining has been carried out by two institutions, Jindal South West Holding Limited (JSWHL) and the government of Ras Al Khaimah (GoRAK). Although both institutions were required to file environment impact assessments (EIAs) as part of the requirements for obtaining a mining lease, neither EIA provides a clear analysis of the existing socio-economic conditions of local people, nor do they dwell on the future impact of mining on their livelihoods. The main objective of this paper is to fill this gap in analysis. It seeks to understand the impact of this bauxite mining on local people who have been displaced as a result of mining in the Jindal and Anrak refinery areas, to focus the analysis on the ‘resettlement and rehabilitation’ packages provided by these institutions, and to study local communities’ perceptions of the same.
