We live in an era of a tidal shift in international relations. We see and feel a need to re-tool our research gaze for wide-ranging changes in political, social and legal research, in particular concerning our way of understanding danger, threat and security. One of these changes involves the rise of the preemptive impulse, legitimated and institutionalized by George W. Bush.
