Outsourcing in British Social Care

The outsourcing of public services has been a feature of government policy, under both Conservative and Labour Governments, for nearly three decades. Commencing under the Conservatives in the 1980s, its use has intensified in the period since the election of the first Blair Government in 1997. This process of intensification has, though, occurred against the backdrop of a rather different regulatory and policy context.
