ABSTRACT
Democratic theory gives pride of place to the legislative branch ofgovernment. Democracy is based on the ideas of popular sover-eignty, that all legitimate political authority comes from the people, and legislative supremacy, that the people’s elected representatives should make the laws that bind citizens. But the power to make law might be abused, so bicameralism, separation of powers, and checks and balances are intended to limit and constrain legislative powers.
