ABSTRACT
The discussion so far has analysed policy goals and implementation problems, focusing on the perspective from above. It has touched more than once on difficulties of enforcement. The picture, however, would be biased and highly incomplete if the perspective from below were not be taken into consideration. In the final analysis, only this view from below can explain why birth planning has not been a complete success.
