ABSTRACT

This chapter speaks about the book Diplomacy, which treats political history from the 17th century to present times, the former US Secretary of State Henry Kissinger, in connection with the Vietnam War, analyses the nature and conditions of guerrilla war. Taking this as a basis it is possible to venture a discussion on the courses of action which are at the disposal of the Turkish authorities in the fight against PKK. Kissinger's analysis is applicable to the PKK revolt. The army seeks a decisive victory which eludes it because PKK's prime tactic is to avoid pitched battles and to prolong the conflict in order to inflict heavy losses upon the adversary while its own casualties are kept to a minimum. An application of Kissinger's theses on the conditions of guerrilla war contributes to the forming of a more clear idea of the prevalent circumstances in the Turkish conflict with PKK.
