ABSTRACT

This report feels that building a developmental social welfare system should be done in two stages. By 2012 the initial steps in creating a systemic framework will have been taken. By 2020 the ‘developmental social welfare system’ will basically have been created, and implementation will have begun. By 2020 all China's residents will be ensured more equitable rights in social welfare programs and benefits. They can maintain a decent living and have access to appropriate public services, and the difference in provision of public services in urban and rural areas will be essentially eliminated. The proposed system includes pensions, health security, education security, housing security, employment assistance, unemployment insurance, minimum living allowance and social security for special groups. Policy recommendations for each section that were detailed in the preceding chapters are summarized below.
