ABSTRACT

Introduction Although military security, highlighted by confrontations between powerful countries, was the most important issue of the international community in the twentieth century, the security of human beings, which stems from the confrontation between nations and crime organizations, is rapidly becoming a crucial issue for the international community of the twenty-first century. Such a change has already appeared with the rapid upsurge of illegal drug sales by super-national criminal organizations that have rapidly globalized in the post-Cold War period.
