ABSTRACT
The APEC process builds on foundations that were laid by PAFTAD almost 40 years ago when researchers began to assess the changing environment for economic development in the Pacific and its policy implications. PAFTAD’s work was complemented by the Pacific Basin Economic Council (PBEC), a group of senior business people with a broad international outlook who also began to meet in the late 1960s.
