ABSTRACT

The National Strategies three-wave model represents a cumulative response to meeting the needs of learners with SEND as illustrated in Table 6.1. The model recognises that however effective quality first teaching is (Wave 1), some learners need additional intervention at some point in their schooling. While some pupils may only need intervention now and again to enable them to keep up with agerelated expectations (Wave 2), for pupils with more significant needs, intervention may need to be more frequent, intensive and personalised (Wave 3).
