ABSTRACT
FOCAC I was the first official summit which institutionalized Sino-African ties. This chapter provides an overview of the backdrop to FOCAC I and to the key policy decisions and promises made in Beijing in 2000. When examining this, it is clear that the origins of FOCAC I go back further than commonly assumed.
