ABSTRACT

Native administration was dissolved in 1970 by the May (Numerei) regime, on the premise that it was an authoritative and primitive system that stood in the way of growth and development. It was repealed without any consideration for its positive judicial role of peacefully maintaining security between the different qabilahs and replaced by the so-called modern institutions, failing miserably in keeping the level of security and justice that once prevailed in Darfur.229
