ABSTRACT
Turks have been on the move in unprecedented numbers during the past 25 years. Hundreds of thousands have migrated from villages to towns or from the Republic to Western Europe or, most recently, to the Arab Middle East, Such movements have raised important questions about goals and strategies in a country with a tradition of central control and initiative which has been re-affirmed since 1961 in the national commitment to comprehensive economic and social planning.
