ABSTRACT
I felt honored when I was invited on July 5 to state my opinion and give practical
suggestions on some radical issues, but I think I failed to do so due to the com-
plexity of these issues and shortage of time. When I returned home, I tried to make
up and decided to write you this letter to outline my idea based on my months’
meditations.
