ABSTRACT

This chapter attempts to make the case that politics of education is undergoing a fundamental shift. The shift is due to the increasing availability of information not only about the performance of education systems but, more importantly, about the determinants of that performance. As a consequence, issues once sacrosanct are now on the table and actors once dominant are looking for new grounds of legitimacy.
