ABSTRACT
Spain is a typical parliamentary system characterized by the Executive dominance of the legislative agenda. It is however unique in that single-party cabinets enjoy all types of advantages, i.e. positional, partisan and institutional – so their range of choice is not only wide but this also ensures effective approval of the agenda of the winning party in elections.
