ABSTRACT

The mere mention of in-service training is enough to raise a groan. The topic reeks with boredom. For many teachers it conjures up images of being told what to do by ageing lecturers remote from classroom realities. For administrators, too, this field is the poor relation in education. Incessant exhortations for more and better in-service work are all too often coupled with actual cuts and inadquate budgets. I shall not repeat these exhortations, except by quoting two national reports.
