ABSTRACT

The nature and extent of foreign aid to East Asia are difficult to assess. Only a brief account can be attempted here. What constitutes economic aid – within a flow of assistance of various kinds, on widely differing terms, involving political, military and other considerations and motivations as well as the desire to contribute to economic development per se – is in itself a complicated question. Even if the factor of aid is identified, the assessment of its effects involves many further difficulties and complications.
