ABSTRACT
Throughout recorded history, all societies have developed and modified laws, aimed at the government of the populace. The idea that ‘ignorance of the law is no excuse’ originated with the Romans, although today few people could claim ‘knowledge’ of every law that might pertain to them. Every government passes a wealth of legislation, much of which we only become aware of, when it affects us directly.
