ABSTRACT
One of Marx's most famous phrases is his characterisation of the modern State. "The executive of the modern State," he and Engels wrote in The Communist Manifesto, "is but a committee for managing the common affairs of the bourgeoisie as a whole." In these words Marx characterised the modern State as essentially an organ of class-dictatorship.
