ABSTRACT
The description in the previous chapter does not represent, in any sense, an ideal situation. Aid has not been clearly defined in practice. The provision of development finance has been a largely nationalistic and often competitive activity and only limited movement has been made towards viewing and organizing assistance as a co-operative international activity in which the burden of aid might be shared equitably between countries and the allocation of aid might be based on clear common objectives.
