ABSTRACT
We have to note just how wide-ranging the aims of the Conference were. To build such a world-wide organisation would be a difficult task even today, with telephones and emails to aid communication. Could it conceivably have been achieved in 1900? Even with all the luck in the world, as well as many financial backers, I doubt it. But the ambition was there, as was—and is—the need.
