ABSTRACT
The Ministry of Health and Family Welfare (MHFW) of course is one of the most important actors in the health innovation system. However, the key depart-
ment through which it oversees its activities in the area of health innovation are grossly under resourced and lacks organizational competence. The Directorate of Drug Administration (DDA) is the key actor, but is equipped with only two laboratory facilities, meant to check quality and efficacy of all drugs introduced in the local market.
