ABSTRACT

In any federal or quasi-federal state or organisation, the functions of the federal government and the regional governments must be allocated. As discussed in Chapter 1, the concept of federalism involves the allocation of powers which may reserve some powers to the exclusive competence of the federal government, some powers which will be concurrently held by the federal and regional governments, and some powers over which the regional government has exclusive competence. In the European Union, the manner in which powers are allocated and exercised is largely determined by the Treaty provisions.
