ABSTRACT

At its founding, the USA lacked a central mechanism for governmental administration, unlike Europe, where public administration preceded the political institutions of the modern states. In this sense, Israel more closely resembles European states, and this was the basis for the work of the Situation Committee, formed in 1947 to establish the system of governance and adapt the pre-state institutions to the needs of the future state.
