ABSTRACT

In this, the final chapter of this book, we return to some of the themes introduced in preceding chapters. We commence by acknowledging, once again, that the twin terms ‘quality’ and ‘accountability’ are especially problematic in the field of education but relate to topics that cannot be avoided within education systems as they are now constructed. We will go on to examine:

• continuing problems of what we mean by quality in education; • new frameworks for quality in education; • new frameworks for inspection and evaluation: balancing external and internal

quality and accountability processes; • using students to enhance quality; • balancing quality and accountability with autonomy.
