ABSTRACT

Introduction Learning disability is a condition characterised by significantly impaired cognitive functioning associated with problems with adaptive and social functioning, which becomes apparent before the age of 18 years. Psychiatric disorders are distinct from learning disabilities, and are characterised by abnormalities of emotional or behavioural functioning, relationships or thinking which are of a duration or severity that causes persistent suffering or handicap to the person concerned, or distress and disturbance to those in contact with him or her.
