ABSTRACT

The inaugural Citizens Council meeting took place in Salford in November 2002 and the latest meeting was held in June 2009 in London. This chapter provides an overview of the type of questions National Institute for Health and Clinical Excellence (NICE) has asked the Citizens Council to address, and a summary of its responses. Prior to the first Citizens Council meeting, NICE's internal and external stakeholders convened in a dedicated workshop to determine the questions. The questions are now determined by the Citizens Council Committee, which is a subcommittee of the NICE Board. When considering the first question on clinical need the Citizens Council identified that individuals at different ages require different levels of care and this was reflected in their response. The key findings were that the Citizens Council thought that the Enquiries make an important contribution to healthcare. The Council concluded that any mandatory measure should lead to overall improvement in the health of the population.
